sorry about that... maybe she get sick from bird street already..
I did the same experience with you... hand feed a chick from a 'meat' to 'almost fly' ..
RIP
ok...about the diet...too much protein is very harmful to budgies (the same should be applied to other types of birds also). Since you fed pellets which has a high level of protein already (that's why I don't feed any pellets), the extra 蛋白糧 should be omitted. High protein level would lead to different kinds of health problem like causing tumor, heart disease etc. So if you really want to feed pellets, just give it as a treat sporadically, and remember those commercial seed products contain high level of protein and preservatives also which is harmful.
About boiled water, did you use any filter on the tap cos if the water pipes are old in your building, the water that you got from the tap would have heavy metal in it which you couldn't get rid of it even if you boiled. This could be one of the reasons why some of the birds died all of a sudden because their neurological system was affected by the heavy metal. Since I don't trust my tap water so I use the bottled type spring water for JJ.
About veggies, what types did you give? Not all kinds of veggies could be fed to birds especially budgies, and you have to use Apple Cider Vinegar (organic is better) and dilute it with water to soak and rinse the veggie before giving it to the bird. This is to get rid of the pesticides on the veggies.
Now come the cage, if it is not powder coated, the chance of getting heavy metal poisoning is high as budgie likes to chew things, so you can see some parts of the cage had been chipped off and so the non powder coated one is definitely not advisable for birds.
Can you think of any other slightest symptom that your budgie might have that you forgot to tell me?
so may be it's not heavy metal poisoning. Are you using the non-stick pan for cooking? Any plants in your house that your budgie could be accessible to them? Anybody smoke /using perfume or detergent etc that would give out strong smell?
yes, it's my darling budgie...JJ. He's a dominant pied with a blue sky coloured tummy. He's very playful and talkative.....knew how to say quite a number of words already.
BTW, remember your budgie was the smallest type among the group that you are having, so he's more prone to danger/health problem as compared with the rest of your folks. Always play safe when keeping house birds, check if there's any potential danger that would affter the health of them in both short/long term.

Just teach him....well of course it takes time and lots of patience, but once he got the hang of it and started to say the first word, then it would be a piece of cake for him to learn and say more words. I could teach you how if you want to learn...
